Ruwan helps organisations improve the way they plan, manage, fund and make decisions about infrastructure. His work connects asset data, service needs, risk, lifecycle costs, operational realities and financial constraints into practical strategies, plans and improvement actions.
He has delivered asset management policies, strategies, maturity assessments, asset management plans, renewal modelling, service level reviews, capital planning and investment guidelines, asset data reviews, lifecycle planning and long-term financial planning support across transport, drainage, buildings, open space, water, sewer, plant and fleet portfolios.
Ruwan works closely with executive, finance, infrastructure, operations and asset teams to strengthen governance, improve planning maturity, clarify investment priorities and support practical, defensible decision-making.
